What is a quality brand of shoes for a toddler?

I have a 2 and a half year old girl who is really active now, especially since there is warmer weather.
I have no problem buying her sneakers, but I AM MORE CONCERNED FOR BRANDS FOR FLATS. (sorry for the Caps lock, but sometimes people skim through the details)
I would just buy her sneakers, but I love making her wear dresses and her daycare doesn't allow sandals, but her flats often get scratched.
I shop for her clothes a lot of Gymboree, but never get shoes. Are they good quality?
The flats I often get at Children's place, but have obviously had bad luck.
You don't have to give me store names, individual brands are good too. Thanks (:

Price is not really an issue, unless it's more than like $60 for flats (flats are often way cheaper than sneakers... which will spend $100 or more for her)

LOL $100 for kids shoes. We must be the odd duck, we send ours to school in dresses and her tennis shoes. (last week she wore capris and her cowboy boots. She is such a slave to fashion. But you are only 2 once. so enjoy!). We like the flexible shoes they sell at Osh Gosh and Carters. If you pay full price they are $34, but they have sales all the time. It's hard for kids to climb up gym equipment wearing fancy shoes, save those for church or when she is 12. Shoes for toddlers should be VERY flexible and easy to play and climb in.

A baby can't tell what brand is on their feet, but they can tell the comfort and fit! Stride Rite shoes are great because they have a soft sole which mimics bare feet for a baby learning to walk!
