Probably between 1-2 and you can start doing more with her hair. My daughter's two and she has a decent amount of hair. Enough to make a ponytail or small pigtails :)

If you are in a crowded place, take a look at everyone's hair. See how many different heads of hair there are? Well, same goes for children. They are all different and there is no telling what hair will look like and when it will look that way.

I know a two year old girl and she has very thin, short and wispy hair.

All you can do is just allow time to go by as time will tell when your child's hair will grow.

We don't know. I didn't have enough to fix til age 2. My niece is 2 in April and still not enough. Every kid is diff. Not something we can tell you.
